Lab-as (which means 'fresh' in Cebuano) is a culinary institution in Dumaguete. It's a laidback seaside restaurant that serves some of the freshest seafood in town. They source their fish, squid, crabs and shellfish mostly from the nearby cities of Bais and Bayawan, the province's most productive fishing areas. One of their top offerings is Dumaguete Express which is raw fish cubes in a spicy coconut-based sauce topped with chopped grilled pork. What I like best though is their juicy baked oysters, tomato seafood bouillabaisse and crispy pata (boiled and deep-fried pork leg).
